Supporting the team in their quest to develop and implement a digital Monitoring, Evaluation, Accountability and Learning system (MEAL).

About

Matthias Zingel studied International Development, African Studies and Public Health. He has worked as MEAL and research consultant for international NGOs and UN organisation in Zambia and Liberia since 2012.

Details

  • The advisory assignment supports HEPS-Uganda in establishing and operationalizing a digital Monitoring, Evaluation, Accountability and Learning (MEAL) system to enhance project impact and institutional effectiveness. As part of a strategic approach to strengthening internal systems, the advisor collaborates closely with the organization to review existing M&E structures and co-develop solutions tailored to the organization’s context and needs.
  • The focus lies on capacity building and technical assistance to ensure the MEAL system supports data-driven decision-making, learning, and accountability across the organization. This involves the development of digital tools, indicators, and workflows that are gender-sensitive, user-friendly and aligned with donor and programmatic requirements. A key component of the assignment is also fostering ownership and usability of the system through inclusive training and hands-on coaching sessions with staff.
  • By anchoring the MEAL approach in the day-to-day processes of HEPS-Uganda, the advisor contributes to improved documentation, reporting quality, and adaptive project management. The advisory further supports the organization in identifying good practices and lessons learned, promoting a culture of reflection and continuous improvement.
