About

Kamber Gjaka holds a degree in Law and Political Science and is currently doing a PhD in migration policy at the University of Vienna. He has worked as a legal advisor at the Diakonie Ukrainian Centre in Vienna, providing legal assistance to refugees. Previously, Kamber worked as a diaspora expert for the Germin - Mardi project of CARITAS Switzerland in Kosovo, where he was responsible for advising on organisational structures and strengthening advocacy capacities. In this role, he conducted training workshops, developed advocacy tools and supported performance evaluations, which are closely related to his current responsibilities in advocacy strategy development and workshop facilitation.

  • The advisory assignment supports Caritas and its partners in strengthening their advocacy and communication capacities to promote sustainable development, human rights, and good governance at all levels. By enhancing these core capabilities, the advisor enables partner organizations to more effectively voice community needs, influence policy, and engage in dialogue with stakeholders and decision-makers in a gender-sensitive way.
  • The advisor works closely with teams to design and implement tailored advocacy strategies that are context-sensitive and goal-oriented. This includes conducting training workshops on strategic communication and advocacy tools, supporting the development of messaging frameworks, and guiding the creation of targeted campaign materials. A central part of the assignment involves capacity building to foster evidence-based advocacy that empowers communities and aligns with national and international development agendas.
  • Furthermore, the advisor plays a key role in facilitating internal advocacy performance evaluations and providing methodological support for monitoring advocacy impact. By integrating practical tools and participatory methods, the advisor ensures that organizations build sustainable systems for planning, implementing, and evaluating their advocacy initiatives.
  • Through collaborative engagement and knowledge transfer, this assignment contributes to increased visibility of civil society voices, better-informed public discourse, and stronger local ownership of development processes.
