Goal

Strengthening the capacity of PARAAN staff and member organisations in the areas of Natural Resource Management and Conflict Transformation. Another goal is to support the general office administration in developing policies and strategies for the alliance.

Directly involved are 3 people (1 female and 2 male), indirectly involved 34 people (15 female and 19 male).

Advisor

Florian Schöpperle studied African Studies with a focus on social anthropology, history, and language. He worked as an Office Manager for the German Friedrich Ebert Foundation in Tanzania, served in various capacities (as an advisor, a country coordinator, and a desk officer) for AGIAMONDO's Civil Peace Service and spent two staff assignments in Uganda and Timor-Leste.

Details

  • The advisory assignment focuses on strengthening the organizational development and networking capacities of PARAAN, a network of institutions amplifying indigenous voices in Northern Kenya. Conducted in cooperation with horizont3000, the assignment enhances PARAAN’s coordination, governance, and resource management structures. The initiative directly involves three individuals (one female, two male) and indirectly benefits 34 directors of PARAAN member organizations.
  • The advisor supports PARAAN in developing governance frameworks, including the Strategic Plan 2023-2026, the PARAAN constitution and by-laws, and key policies on finance, procurement, and human resources. Additionally, the assignment involves identifying potential donors, setting up an independent secretariat, and facilitating engagement with strategic partners in Tanzania and Uganda.
  • Regular activities include developing governing documents, establishing reporting templates, preparing advisory council and annual general meetings, and conducting organizational assessments of PARAAN members. The advisor also assists in financial structuring and the development of an accounting system to enhance transparency and efficiency. Other initiatives involve engagements with national policymakers on natural resource benefit-sharing legislation.
  • The assignment strengthens PARAAN’s ability to coordinate advocacy efforts, facilitate knowledge exchange, and ensure long-term institutional sustainability.
