Our Organsation

horizont3000 is an Austrian non-governmental organisation working in sustainable development cooperation.

Based in Vienna, with offices in the four focus areas East Africa, Central America, Senegal and Mozambique, we are backed by eleven Austrian Catholic grassroots organisations.
We support partner organisations and locally-led initiatives through co-financing based on grant schemes, medium to long-term advisory services and knowledge management to facilitate learning and sharing processes.
Our projects and programmes are embedded in two main sectors, Human Rights & Civil Society and Sustainable Livelihoods, with a focus on Gender Equality, Climate Action and Policy Dialogue.
We work with communities who have been marginalised in claiming their rights and leading self-determined lives, foremost with smallholder farmers, disadvantaged women, children and youth, women’s and human rights groups as well as indigenous people.

Our Values

These principles drive us to foster trust, stand with marginalised communities and protect our planet. We believe sustainable development must be rooted in strong partnerships of mutual trust. The SPEA program is a direct reflection of how these values translate into tangible action on the ground, creating lasting positive change.

Why We Initiated SPEA

capacity enhancement
Through our long-standing collaboration with dioceses in East Africa, we value their crucial role in delivering essential services to communities in need. And we have seen their challenges in providing services in areas with limited electricity supply and in sustainably managing energy infrastructure. With the SPEA program we take a holistic approach to address this: we strengthen diocesan capacity to plan, finance, and maintain solar systems, while advancing climate action.

Expected Impact

better services
We expect SPEA to create lasting impact by enabling dioceses to sustainably power their institutions like schools and health centres with solar energy. This leads to a direct benefit for thousands of students and patients served and to reduced greenhouse gas emissions.
Beyond infrastructure, the programme strengthens local ownership, technical skills, and environmental awareness—so that dioceses and their institutions become drivers of clean energy transition and role models for climate action.

Our role

coordination
Building on decades of expertise in sustainable development cooperation, horizont3000 provides strategic guidance, technical knowledge, and financial oversight to ensure the entire SPEA program's success. Our role involves facilitating robust partnerships with local dioceses and other key partners in Uganda and Kenya, mobilising resources, and ensuring all projects align with, and contribute significantly to the sustainable development goals.
