The primary goal of this pilot project is to reduce the risk of Sexual Exploitation, Abuse, and Harassment (SEAH) by strengthening the safeguarding systems of five partner organisations in Tanzania. This is achieved as each project partner deepens/ strengthens their understand-ing of SEAH safeguarding and starts the development of a safeguarding policy (including a Code of Conduct and a complaint mechanism compliant with international standards and con-text relevant). This 2026 pilot is the first phase of a multi-year strategy to establish safe envi-ronments for staff and communities.
Direct Participants: approx. 200 individuals (40 % female), including staff, management, volunteers, and board members of these five partner organisations: Catholic Diocese of Kayanga, Community Habitat Environmental Management Programme (CHEMA), Human Life Defense Department (HLDD) - Rulenge-Ngara Catholic Diocese, Pastoral Women's Council Indirect Participants: approx. 9,000 project participants of the named partner organisations (5,500 women and 3,500 men) who will benefit from improved safeguarding systems.
In Tanzania, a significant number of women and children remain at high risk of physical and sexual violence, with reports indicating that 40% of women have experienced physical vio-lence. While Civil Society Organisations (CSOs) are on the front lines of supporting these vulnerable populations, many lack the formal internal systems — such as written policies, re-porting protocols, and specialised training — necessary to effectively prevent and respond to safeguarding violations. This project addresses these institutional gaps by building on hori-zont3000’s existing safeguarding expertise and previous capacity-strengthening initiatives to ensure that partner organisations operate with improved standards of accountability.
